Ocean Action 2030 Coalition Director

Cynthia Barzuna is the Director of **Ocean Action 2030**, a global coalition convened by the World Resources Institute (WRI) that supports countries in developing and implementing Sustainable Ocean Plans. These plans aim to balance marine protection, sustainable production, and equitable prosperity. Prior to her role at WRI, Cynthia served as Deputy Minister of Water and Ocean Affairs in Costa Rica. In this position, she led the expansion of the Cocos Island National Park, contributing to Costa Rica's achievement of protecting 31% of its exclusive economic zone by 2021. Cynthia has also directed Costa Rica's Environmental Impact Assessment Agency and has been involved in various sustainable city programs. She holds a law degree and a master's in International Law and Trade from Carlos III University of Madrid, along with a diploma in globalization and economic liberalization.
